CHAPTER 50

OUT ISLAND PUBLIC LIBRARIES

An Act relating to Out Island libraries.

1. This Act may be cited as the Out Island Public Libraries Act.

Short title.

2. In this Act, unless the context otherwise requires-

Interpretation.

"Minister" means the Minister responsible for Education.

3. Any library in any Out Island which receives a grant of money out of the Consolidated Fund shall be under the management of a board of five trustees.

4. Every such board of trustees shall consist of the commissioner in charge of the district who shall be chairman and four other persons to be appointed annually in the month of December in each and every year, two of whom shall be first nominated by the Minister and two afterwards elected by the subscribers to such library, in such manner as may be directed by any rule made under section 7 of this Act.

5. If a vacancy occurs among the trustees, in any manner, it shall be lawful for the Minister, should such vacancy occur among the nominated trustees to fill such vacancy, and, if the same should occur among the elected trustees, for the subscribers to such library to proceed to the election of another trustee to fill up such vacancy and the person so nominated or elected shall have the same and the like powers, rights and authorities as trustees nominated and elected at the regular annual time, and shall hold office until the next regular annual nomination and election.

6. No person shall be qualified to be nominated or to be elected as a trustee unless he is a British subject and is a subscriber to the library.

Qualification of trustees.

7. The trustees shall have full power and authority to accept donations, to pay salaries and rentals, and to purchase out of the funds of the library such books, pamphlets, newspapers and other articles as shall be deemed proper for the library and to make rules subject to the approval of the Minister, for the management thereof.

Powers of trustees.

8. The trustees shall cause a report on the state of the library under their control and of the funds thereof to be submitted annually to the Minister who shall lay a copy of such report on the table of each House of Parliament.
